Going by the design and the materials I would say that this brooch originated in Mexico.  The white metal (although not stamped tested positive for silver) has been fashioned into a rather pleasing shape which does look rather Deco in its design.  There is a single cabochon of, quite green, turquoise.  The clasp is nice and tight.  Measures 5.2x3cm.  In the picture you can see some minor surface scratching, but this has been exaggerated and is not very noticeable to the naked eye.
